Framingham Mayor Yvonne Spicer spoke to members of the Rotary Club, and their friends, at a reception the club held for her at the Framingham Country Club on February 20.
Leading the transition from a town meeting/selectman form of government to a mayor and city council arrangement, Spicer out lined her vision for Framingham’s future in a variety of areas, frankly, with humor and grace, and answered numerous questions from the audience.
